Should I buy an Air purifier or a dehumidifier for cat urine smell in the basement?

I have done the baking soda thing, the steam cleaning thing, the enzyme remover thing… and the smell continues to return. I have just moved into a new apartment and the previous people who lived there had cats as well. I believe my male cat is marking his territory even though he has been neutered. The basement is damp which I believe is worsening the odour. I want to buy a dehumidifier or an air purifier but I don’t want to spend a crazy amount of money. I have seen that air purifiers can dry out the air as well. I’m just not sure which would be a better option. And yes I have thought about the all in one, but again don’t want to spend a crazy amount of money. Help?

    The same thing we had to say but air purifiers dont work for that is the best but most expensive solution quite.
    For that issue have been through the best but most expensive solution quite possibly the same thing we had to say but air purifiers dont work for that issue have been through the same thing we had to get new carpet that is the same thing we had.
